The New Normal: Reimagining the Post-COVID-19 Return

Partnering Lifelong Learning Institute, SkillsFuture Singapore and Cadence Group, Workforce Advancement Federation (WAF) organised its 12th Edition of the Workforce Champion Series (WCS) on 6 May 2022. The theme of WCS 12 is “The New Normal: Reimagining the Post COVID-19 Return”.

Attended by several hundred of management representatives of local SMEs virtually and physically, it was undoubtedly an insightful session in which participants engaged in a discussion on strategies on how to transit into the post COVID-19 era.

As Singapore overcomes the battle against COVID-19 and our economy gradually recovers, Small and Medium Enterprises (SME) still face multiple challenges and constraints brought about by the pandemic. Compared to the first quarter of 2022, although the confidence index of local enterprises towards economic recovery has increased slightly, the significant labour shortage and uncertainty of external factors including the Russian-Ukraine war have intensified risks faced by various enterprises.

Mdm Ong Chew Yong, Executive Director of OTS Holdings and Mr Daniel Tay, Founder & CEO of Foodgnostic, Cat & Fiddle and Old Seng Choong  have shared about their strategies for a resilient, sustainable and inclusive recovery in the post COVID-19 era. Participants have also gained a deeper understanding to how their businesses managed to maintain remarkable economic growth by turning the COVID-19 crisis into opportunities.

Mdm Ong shared how OTS Holdings has placed great emphasis on the training and reskilling of members. Furthermore, the management recognises the value of technology in improving labour productivity, thereby facilitating the execution of Business Business Continuity Planning even before the pandemic started. In a similar manner, Mr Tay started conceptualizing ways to reduce operational costs long before the pandemic, including being less dependent on manpower and avoiding unnecessary wastage generated by physical stores. As such, his long-standing dedication to innovation and foresight culminated in the doubling of the company’s sales during COVID-19.

Dr Tan See Leng, Minister for Manpower and Second Minister For Trade and Industry, Dr Koh Poh Koon, Senior Minister of State for Manpower and Health as well as Ms Gan Siow Huang, Minister of State for Manpower and Education joined all participants in a dialogue. The Ministers encouraged local enterprises to actively adjust their strategy in tackling future challenges. This includes upskilling workers, promoting middle-aged employees and ensuring workplace equality. They also reminded the audience that the days of relying on low costs as a comparative advantage are long over. Should enterprises not spur themselves to actively reinvent and transform their businesses, they will become obsolete. Furthermore, the Ministers also highlighted that purchasing equipment does not amount to mechanisation, automation and digitalisation. But rather, enterprises must conduct corresponding training, process reviewing and job redesigning for such transformation to come into fruition.

Ministry of Manpower (MOM) also provided participants with the latest updates and key highlights of the annual Budget 2022, as well as an overview of takeaways from Committee of Supply (COS), such that local enterprises will better understand how relevant government bodies will continue to support them. The year’s Budget has focused on expansion of financial schemes targeted at enterprises, upskilling programmes conducted by relevant industry leaders and tightening regulations for importing foreign workers.

2022年5月6日,新加坡劳动力提升总会与联合主办单位终身学习学院,精深技能发展局和凯登集团, 为企业界老板和高管们呈现了一场高质量的人力资源提升研讨会。分享的主题是在后疫情时代企业如何实现可持续性发展。

众所周知,新加坡在克服疫情并使得经济逐渐复苏之际,中小企业仍面临巨大挑战。与2022年第一季度相比,本地企业对经济回升的信心指数虽然略有上升,但劳动力市场的严重不足以及俄乌战争等外部因素的不确定性又使得企业面对更大风险。

此次研讨会邀请到的两位嘉宾是新交所挂牌企业OTS Holdings的执行董事王秋榕女士和 Cat & Fiddle 创始人郑德荣先生。两家企业在新冠疫情期间业绩不减反增,逆势成长,这其中的奥妙和原因是什么?两位分享嘉宾做了坦诚精彩的分享。

王秋榕女士的OTS Holdings 非常重视员工的培训和技能再提升,同时借助科技与数码化提高劳动生产力,并在疫情之前就进行了企业持续发展BCP项目;郑德荣先生也是早在疫情之前就开始考虑如何减少运营成本,包括对人手的依赖以及避免店面所产生的浪费等等。疫情期间生意翻倍是企业长期坚持创新,转型并做好准备的结果。

这次研讨会也很荣幸邀请到新加坡人力部长兼贸工部第二部长陈诗龙医生,人力部高级政务部长兼卫生部高级政务部长许宝琨医生,以及人力部政务部长兼教育部政务部长颜晓芳女士。三位部长们都鼓励企业积极调整方向以应对未来挑战。这包括提高工友技能,提升中年员工和提倡职场公平。同时,部长们也提醒中小企业负责人,依赖低成本优势取胜的年代已经一去不复返。企业如果不鞭策自己积极进行转型变革,则十年以后定会被市场淘汰。关于购买机器及提高生产力方面,部长们提醒企业,买设备不等于机械化,自动化,数码化。企业必须提供相应的培训、流程再造及工作重新设计方案,转型才能真正落地实施。

人力部官员也分享年度预算中主要政策公告的最新更新,以及拨款委员会 (COS) 辩论的主要亮点,让企业了解政府如何继续支持本地企业。这包括财政预算案扩大了企业融资计划,以及对员工进行行业主导的相关技能培训并收紧了输入外籍员工的法规。

數百多位企业届人士参加了这次线下和线上研讨会。
